Summary:
Responsible for the day-to-day execution of health, safety, and regulatory compliance activities for Encompass Energy Services LLC. This role handles the direct administration and implementation of safety programs across field and office operations in a DOT/PHMSA-regulated oil and gas environment. The right candidate is a self-starter who takes ownership of safety tasks from start to finish without the need for close supervision.

Responsibilities:
* Set up and coordinate drug and alcohol testing
* Develop and maintain site-specific safety plans for field operations including pipeline construction, maintenance, and inspection activities
* Prepare and update safety audit plans and conduct routine field safety audits and inspections
* Complete incident and near-miss reports, perform root cause analysis, and track corrective actions through to closure
* Administer and maintain the company's Operator Qualification (OQ) program, including tracking covered task assignments, qualification status, and expiration dates for field personnel
* Ensure compliance with DOT/PHMSA pipeline safety regulations, OSHA standards, and applicable state and local requirements
* Administer and maintain the Learning Management System (LMS), including assigning training, tracking completions, and generating compliance reports
* Develop and deliver safety orientations, toolbox talks, job hazard analyses, and skills-based training for field and office employees
* Support emergency preparedness activities including maintaining emergency response plans and coordinating drills
* Monitor and track regulatory changes from PHMSA, DOT, OSHA, and state agencies and update internal programs accordingly
* Coordinate with field supervisors and project teams to ensure safety requirements are understood and followed on active job sites
Required Skills and Experience:
* Thorough knowledge of all aspects of safety and Operator Qualifications (OQ)
* Proficient with Microsoft Office Suite programs, especially Excel & Word.
* Strong written, oral, and interpersonal communication skills
* Highly self-motivated and directed
* Keen attention to detail
* Proven analytical and problem-solving abilities
* Flexible and adaptable regarding learning new tasks
