AlphaGov delivers public-sector consulting for cities, counties, school systems, special districts, utilities, and related agencies. Our work spans classification and compensation, organizational and operational studies, research and program evaluation, economic and workforce analysis, surveys and community research, and applied data and infrastructure research.
We engage experienced practitioners as project-based collaborators. Engagements are remote-first with occasional client travel. When you authorize it, AlphaGov may name you as an expert collaborator or key personnel on proposals that match your expertise. AlphaGov is engaging an Instructional Designer for current community workforce training work with cities, counties, workforce boards, and community colleges. You will turn job requirements and partner input into training that adult learners finish and employers recognize.
We confirm scope, schedule, and fee with you before any engagement begins.
What you'll do
* Run needs and task analyses with employers, instructors, and program staff to define learning outcomes
* Design curricula, lesson plans, facilitator guides, and learner materials for in-person, virtual, and blended delivery
* Build accessible e-learning modules and job aids for adult learners with varied literacy, language, and digital skills
* Align content to industry credentials, apprenticeship standards, and career pathways
* Develop assessments, completion measures, and evaluation plans that show learner progress
* Pilot materials with instructors and participants, then revise based on feedback and results
* Contribute qualifications and past-performance narrative to AlphaGov proposals when you authorize naming

Requirements
Required
* Demonstrated experience designing adult or workforce training curricula using ADDIE, SAM, or a comparable model
* Experience writing facilitator guides, learner materials, and assessments for adult learners
* Working knowledge of accessibility (Section 508 / WCAG) and plain-language design
* Comfortable as a 1099 project-based consultant, remote-first with occasional client travel
Nice to have
* Experience with community colleges, workforce boards, WIOA programs, or pre-apprenticeship training
* Proficiency with Articulate 360, Adobe Captivate, or a learning management system
* Bilingual (English/Spanish) content development
