WIL is seeking a Small Business Program Director for transportation contracting to run a regional center that helps small and disadvantaged businesses compete for and win transportation contracts.

Opportunity type: this is a contingent proposal opportunity in WIL's expert collaborator network, not a funded vacancy. It supports a competitive grant application WIL is preparing; no award has been made, and there is no guaranteed work or funding. If an award proceeds and the staffing model calls for it, WIL may offer a project-based contract or consulting engagement. We will ask before naming you or including your resume in any proposal.
What you'll do
* Direct a regional small-business technical assistance center's outreach, training, and counseling
* Help small and disadvantaged businesses prepare for transportation contracting and certification
* Build partnerships with transportation agencies, prime contractors, and business associations
* Plan and run business-development events, workshops, and matchmaking sessions
* Track and report client outcomes, contract awards, and program metrics
* Contribute qualifications and past-performance narrative to WIL proposals when you authorize naming

Requirements
Required
* Experience leading small-business development, procurement technical assistance, or DBE/supplier-diversity programs
* Knowledge of public-sector or transportation procurement processes
* Outreach and partnership-building experience with agencies and prime contractors
* Program management and outcomes-reporting experience
* Comfortable as a project-based contract collaborator; remote US
Nice to have
* APEX Accelerator / PTAC or SBDC experience
* Transportation construction or DBE certification background
* Regional business-network relationships
